Roy Brewer is well known in Northern California’s business, development and political arenas. He has served as a project manager and advocate for many high visibility projects and high profile clients over the past 24 years.
Brewer has been in private practice since 1984. He served as Managing Partner for a prominent Sacramento law firm for seven years. Prior to going into private practice, he held a position with an engineering firm as director of land planning and he worked for a trade organization as manager for public policy issues. Brewer regularly assists clients manage legal and political issues related to land development, and has negotiated or assisted with negotiations with regulatory agencies in over forty jurisdictions in three states. He also assists clients manage their multi-disciplinary consultant teams. Brewer’s varied experience gives him a valuable perspective on the successful management of land development and public policy issues.
Notable Experience
With three decade’s experience in land use consulting, both as a land planner and as an attorney, Roy Brewer’s achievements include negotiating the Aerojet Special Planning Area zoning ordinance, creating a land use protocol for a 12,500 acre Superfund site, and serving as land use counsel for ski resort projects at Squaw Valley and Mammoth Mountain. He also serves as project manager for a property owners group comprising 35 applicants in the Florin Vineyard Community Plan area in Sacramento County, and has represented master planned communities in northern California.
Brewer served as the first land use counsel and project manager for the largest urban infill project in the country, the downtown Sacramento railyards redevelopment project. He successfully managed the effort resulting in unanimous City Council approval of the original Railyards Specific Plan, the accompanying development agreement, a special chapter of the City’s zoning code written expressly for the Railyards, a tentative map for the first phase of development, the initial infrastructure financing plan, and agreements transferring portions of the site to the City, which allowed for construction of the Federal Courthouse and the extension of 7th Street through an active railyard.
