Martha Clark Lofgren

Martha Clark Lofgren offers her clients a unique and valuable combination of experience working in both the public and private sectors. She recently completed twelve years of public service to the City of Folsom, with six years as city manager and six years as city attorney. In addition to successfully managing the variety of issues a growing city experiences, Lofgren also negotiated with state and federal agencies to resolve significant transportation impacts that resulted from the closure of Folsom Dam Road as a result of  homeland security concerns, developed an affordable housing protocol that was implemented by the City Council, and coordinated and assisted with negotiations with local agencies, private developers and concerned residents on the development of Folsom’s sphere of influence area. Lofgren currently advises a variety of public and private clients in the areas of transportation and land use planning, regional collaboration between government agencies (local, regional and state), ballot initiatives to fund public projects, and infill developments. Lofgren also provides strategic advice to a local aggregate company coordinating permitting issues with several jurisdictions.

Lofgren is respected for her strategic and calm approach to problem solving, and she is known for her leadership in bringing disparate groups together to achieve a common goal. Prior to serving as Folsom’s city manager and city attorney, she worked for eight years handling complex litigation for a national law firm.

Notable Experience

Lofgren led the development of the Sphere of Influence (SOI) agreement between the City of Folsom and the County of Sacramento, resulting in the approval of the controversial SOI by LAFCO. She helped draft, negotiate and secure passage of the Measure W growth management initiative for the City of Folsom, and oversaw the successful efforts to develop an affordable housing plan.

Both as City Manager and in her capacity as a private consultant, Lofgren has been responsible for negotiations and inter-governmental relations with the federal Army Corps of Engineers and the U.S. Bureau of Reclamation for a $117 million construction project to install a new bridge below Folsom Dam. Lofgren also was instrumental in negotiations to extend Sacramento Regional Transit to Folsom, including the resolution of contractual funding terms with Regional Transit.
