Roy Brewer

Overview

Roy Brewer has been one of the leading land use attorneys in the Sacramento area for approval of complex multi-use projects, including those on brownfield properties, since 1984.

In a segment of the law that tends to be rife with conflict, Roy is a calm and competent adviser. As a lifelong rugby player, he is also ready to engage and aggressively negotiate when necessary. He has served as legal counsel, project manager and advocate for many controversial, high-visibility projects, and has successfully negotiated approvals with regulatory agencies in more than 40 jurisdictions in three states. Roy is well known for helping his clients manage their multi-disciplinary consultant teams, and is proactive in deflecting conflict and gaining consensus both from public officials and stakeholders.

Over the last four decades, Roy has served as a respected resource to elected and appointed officials at the local, state and federal levels on public policy issues including land use, flood control, water resources and local government reorganization. His community-based servant leadership through volunteer service on boards and commissions demonstrates broad civic engagement and results in trusted relationships with regional opinion leaders. Roy’s perennial engagement in political advocacy at every level makes his endorsement a valued asset for public officials.

Roy is a Senior Fellow of the Mountain Valley Chapter of the American Leadership Forum and has served in leadership capacities with the American Leadership Forum, Los Rios Community College District, Sacramento Metropolitan Chamber of Commerce, KVIE and the Sacramento Valley Rugby Foundation.

Highlights

  • Successfully negotiated the Aerojet Special Planning Area zoning ordinance, creating a land use protocol for a 12,500 acre Superfund site
  • Land use counsel and project manager for 28 property owners and applicants in the Florin Vineyard Community Plan area in Sacramento County
  • Land use counsel and local project manager in the 1990s for the largest urban infill project in the country, the downtown Sacramento Railyards redevelopment project
  • Land use counsel for ski resort projects at Squaw Valley and Mammoth Mountain
  • Due diligence counsel for a financial institution in the United Kingdom related to a large mixed use land development project in California
